Hoover VHD9143-ZD80 E09 Fault Code

Have a Hoover VHD9143-ZD80 coming up with the E09 fault code.
Fuse on module OK and no visual damage.
Set to spin with motor disconnected and am reading 110v on each phase to earth.
Motor is 44ohms between teminals aand insulation is above 100 Meg on all phases.
Suspect module is faulty but is motor likly to take out a replacement board ?

I’ve no idea other than E09 does relate directly to : Open/shorted IC on Coreboard and/or open/shorted motor. 🙁

Was just wondering how these three phase motors fail as insulation appears fine and continuity between all three lines
