Hi,
My wife said the electrics tripped yesterday, i didnt think much of it after i reset them it all seemed fine untill i went to use the oven this evening –The light and fan work, the thermostat light comes on but the oven does not heat, if the grill is selected the element becomes hot.
I’ve seen a earlier post on here with the same symptoms and it turned out to be the selector switch. What tests can i do to diagnose the problem?

More likely to be the oven element. The unit needs to be isolated from the mains and the element needs testing with a megger or suitable multimeter.
Sometimes it is possible to see the damage to the element, it will have burst or swollen at some point.
If you are unlucky then it may have damaged the controls but the fact the fan is running is a good sign.

Ive isolated the oven (once bitten twice shy!)and removed the back, the the two black wires going to the top element give a reading of 23.7 ohms, there are two white wires going to what looks like another element above the fan these are O/C when tested, does the oven have two elements?

The brown wires in the top right go to a small white component (thermostat cut out?) its not burnt but around it is brown is this normal?
if the white wires do go to another element and its o/c when tested is this likely to be the fault -top element grill which works, back element oven??

That sort of discolouration is normal on an old oven.
The two white wires appear go to the oven element, part number C00083499.
Its THIS one.
