When you say it will not drain, is the softener still in the dispenser or is the dispenser full of water at the end of the cycle.
If there appears to have been no water flushed into the fabric softener compartment then the conditioner fill valve may be faulty.
If some water has gone in then the conditioner you are using may be too thick, try and use a free flowing one or water it down a bit.

The inlet hose is connected to the valve, you test the valve in the same way you test any electrical component, with the mains plug removed using a megger or suitable multimeter.

Just a thought, have you looked up into the roof of the dispenser, if the holes in that are clogged then it will not flush in the conditioner either.
One valve is the prewash valve, the other the main wash, not to sure of the set up on these but its likely that both valves are energised to effect the flushing in of the condensor so if one valve is faulty then it will not flush it in but still complete the cycle.
