I have a 20 year old Neff double oven, a fan oven on top and a conventional below.
The thermostat on the fan oven cuts in and out but the temperature will not go over 170 deg C. I know this because I have checked this with a separate oven thermometer.
Is it a thermostat problem or something else?

Clearly a thermostat problem, if you post up the model number someone can provide a part number. At that age it’s highly likely that the stat is obsolete however almost any generic stat of the right specification will be a straight swap and sort the problem.

The model number is U1130F1GB/01. I have sourced a replacement thermostat but at £85 I want to be sure that it definitely needs replacing. A cheaper generic alternative would be nice.
