ModeratorFor those of you that are not familiar with this, it is a new standard of electrical testing that WRAP has proposed for the pre sale of second hand appliances. Most of it just like the old PAT test ie check plugs, cables, insulation etc. It however goes into more detail – it is not perfect but its one of those where if we have input it will not get stupid. Lawrence & I together with George have been having meetings with WRAP and Defra together with others and have approved its concept. Note approved its concept not its implementation.
Now we have a fly in the ointment in the form of Robert Alexander who has proposed that only people that sign-up to his EEESafe scheme will be allowed to repair appliances for the second hand market. This is at a cost to the engineer as we know. He has got Steve DeBegger (sorry if its spelt wrong) supporting him at DASA but obviously Steve has a vested interest in putting the little indies out of business so that he can expand his empire.
Now to counter this can I ask you to consider this plan, I have asked WRAP if they are supporting EEESafe and they are quite clear that they are not and are a little miffed that he is using their name in publications. However my argument with WRAP is that this industry does not have enough money in the pot to have these private agencies demanding that we all join. The following has been suggested by me (in consultation with Lawrence) we get a couple of bods trained to teach PAS141 to our boy, we then give them a quick tick test and then issue a certificate indicating that they have passed the test. This we do free of charge, it would only take a couple of hours and could be done on the Thursday night prior to the meeting. This then totally negates any need to sign up for EEESafe. WRAP are all for this, they have indicated that they would put their hand in their pockets and ‘splash the cash’ However, I may need some money up front to get the ball rolling I don’t expect too much perhaps a few hundred.

I think if we can do this for our members for free then that is a huge feather in the cap of the WTA. No way should a commercial organisation be able to monopolize this for their own financial gain.

There was something not right about EEEsafe from the word go,my opinion was further cemented after seeing him present himself to us at the Sept 2012 and then becoming angry when he was questioned.
Then after overhearing him being derogatory towards the WTA at the Defra meeting in York that myself and Ian attended my mind was made up, the only thing that saddens me is that Graham Dixon is involved.I see no problem with funds being used for this,I wonder if we could create some kind of simple distance learning that culminates in a tick test ,we may need to gather folks together regionally to do the test (perhaps Ian could adjudicate the assessments).

Thank you for your continued support, I have asked WRAP and Defra to help us with this and they are as keen as mustard because of course its WRAPs baby. I hope to be able to get support from them with a view to rolling out the first lot of qualified engineers by or before the March 2014 meeting. My though was this would be a opportunity to showcase (in the form of certificates being given out similar to a school prize)the WTA in action. Equally much as you all know I like strawberries, from time to time it is nice to piss on someone elses’

what would be good is if they would recognise repair as a form of reuse, If you read the criteria on the PAS 141 website the ones for our sector are actually quite straight forward and could be easily adapted to suit repair
