Problem uploading photos

When I try to upload photos I get this message.
Upload failed due to user groups upload quota, file is 250kb but you only have 1.3kb of 19.5kb remaining. I have looked in my media uploads and only have 2 very low res images, I have tried to remove one to get more space but can not see how to delete one

best way is to host the pic offsite and post a link

we can add the photo to the post most of the time if we think it add to it for other users
to keep data traffic lower on the site we have to manage the uploads. Server time is costed by traffic

Can I remove the photos in my already uploaded media to make space, to then upload an image to help with a problem and then when the problem is sorted I can delete it ready for the next problem

if you cant post a link to the image and I should be able to add it as I can add bigger photos
