Qa APM3120 not heating up

Hi
My oven is not heating up fully, both the top elements come on and the dial light comes on. It still clicks off when rotated to a lower temp than set at. I noticed the thermostat capilary tube hanging down inside the oven and couldn’t see an obvious locator for it. When i moved it up and hooked it into the top element support the dial and light appeared to show it heating up to the right temp but it still did not heat properly.

Could this be a faulty thermostat reading the wrong temp or another element below the bottom of the oven perhaps??
If it is the thermostat, where should the capillary tube be located (i’ve found the replacement part).
