samsung rsh1dbmh iced over fan and cover in fridge

i have the above samsung ff

the fridge was semi defrosted by customer before I called out leaving sheet ice in the drain, ice in the left corner of the evap cover and cover and fan full of ice.

the freezer works ok.

there is no ice on the evap itself.

In diognosis it shows 11 and 4 (2 x bottom lines)

i have seen posts about mod kits for these units and have seen larger heaters for the evap and seen notes to move the sensors.

dose anyone have the service bulletins / manuals for this fridge or details of mod kits or advise me what i need to change.
