Siemens Dishwasher SE24233GB/01 – Lower spray bar

Hello all! I must first apologise if this topic has been raised before but I’ve been unable to track it down if it has.
Put very simply the items placed on the lower shelf of my dishwasher are not cleaning properly whilst those on the ‘1st floor’ are coming out perfectly clean. My suspicion is that the lower spray bar is not revolving – borne out by my quickly opening the door in mid wash and seeing no movement, either ‘slowing down’ or any change from its position when I closed the door. I’ve removed the bar and blown it through ensuring that the holes are not blocked.
I’m therefore stumped with this and would appreciate any pointers as to what I might look at and do next. I don’t know whether this is relevant but there seems to be a fair amount of water in the bottom of the machine when I interrupt it (see above) but this has gone when the cycle completes.
