Smeg dishwasher not heating but heater tested ok?

Hi,
I have a Smeg DI6012 dishwasher that doesn’t heat the water and is coming up with the corresponding E3 fault code.
I have just taken it apart and tested the flow through heater with an ohms tester and it’s showing 30.4 ohms which is as it should be.
What else could be causing the heater not to work?

could be the pressure switch on the outlet of the heater it monitors the pressure from the wash pump if that lowers due to , for example, the filters being blocked or the pump being weak , the switch doesnt actuate and the heater doesnt get a feed
