What was the original fault? Same thing at a guess? Assuming they are using fan setting, check it has the correct element in it, if its a multifunction oven then check both elements are working. Is the thermostat pilot light going out at 220 (set), 200 degrees (your temp reading) degrees? If the light is not going out then suggest a clamp meter to monitor the current drawn is constant and not cutting in and out from a bad connection somewhere other than the thermostat. Also check the door is shutting tightly- not worn out hinges.
Have plenty of complaints of ovens not hot enough but a thermometer check using a thermocouple over, say as 30 minute period, plotting the temps every 2 minutes or so usually prove it is working correctly.

    there is no thermostat adjustment.

thanks for your thoughts in reply

“was this original fault” think so but element was changed first. customer fitted both parts but stat was supplied by us. part was gen stat from servast cant speak for element as he got it from another local firm who told him it was a genuine smeg part

light was going out when set at 220 which suggest element is ok and working (element is normal round fan element)

watch light go on and off for over 30 mins to let it settle but still below 200
