top element/grill not working

I have a Tecnik TKC1285 range cooker,the top element/grill is not working in the main oven, I got a new element,thinking that was the fault, but it appears not! I seem to have a circuit,both the oven on and thermostat neons light up but nothing happens, the base element(which is linked) works as does the fan element.When these options are selected, I’m obviously missing something, but cannot figure out what the problem is! Also the cooling fan is very noisy and eratic in speed, the only way I can get it to work at all is to wedge the moteraway from the actual fan casing! Any help would be very much appreciated
