Upper Spray Arm not spinning BEKO D3731

Dishes on the top shelf have not been cleaning properly for a week or so and after looking at the spray arms, the top one doesnt turn when spraying.

I cleaned both arms and the flat pipe up to the top arm and they are all clear but still no joy.

I noticed when I took off the flat pipe there are 2 inlet holes in the bottom of the dishwasher, one for the bottom and one for the top arm.
The top arm inlet didnt release the water at the same force as the other hole, it still sprayed out but not with the same force.

Anyone have any ideas as to why this might be happening?

Possibly a blockage or the recirculation pump pumping weak, that could be a capacitor or the motor itself.
