Do you mean the drum spins when it should be agitating? The reason I ask is because spinning and agitating simultaneously is a bit like running and walking simultaneously – impossible. Anyway, if it is spinning when it should be agitating I’d suspect a speed control issue. Before acting on any of this, unplug the machine from the mains. Try checking continuity across the tacho and security of tacho wiring at both ends. Examine the PCB for any signs of damage, burn outs etc. I had a similar problem recently and it turned out to be a PCB fault, repaired by QER.

On the old Hotpoint top loaders washing and spinning at the same time was not an uncommon fault. It was due to either a broken brake mechanism or a failed bendix drive spring in the gearbox.
