washing not filling water during washing

hi, I do have samsung front load washing machine, problem is not fiiling water from 2nd out let of water value. It shows 4E error after 15mins.
I did the below test for water valve:
The valve has two outlets but only one out let is working during first time and last spin time( the working outlet is second one (right side) . if I swap the power coonection of valve solonoids the the other one also works, so I assumed there is no issue with solonoids valve.

if I fillies water manually during the wash cycle, it works fine.

So what could the problem??
