Water in Build in Dishwasher

Dear All,

I have got a build in dishwasher in kitchen which has got a blockage i.e. water is not draining. So called out my plumbing insuarnce and he told me that it seems to be problem with Dishwasher outlet where there could be some blockage. But after moping out the water in dishwasher I notices that the water still continues to come back in dishwasher even though I am not using it. The water is clear water with smell of chlorine. Can you guess what the problem could be. Can it be the problem with inlet valve and if so can my plumbing insurance will cover it?
