The motor has a start winding and a run winding.
When it has started the start winding is disconected by a centrifugal switch, and the run winding takes over. If the spring loaded weights in the motor stick, the switch is stuck in the run position and will just hum when you try to start the machine.
If you get a loud buzz when you try to start it, it usually because of worn motor bearings.
Either way a new motor is the only cure
