basically ignor it
its a neon. you know from neon screw drivers where the current to light the neon goes down your arm that they need so little current to light that you can almost light them in the air. yes there will be a voltage high enough to strike the tube but that’s all
its just a bit of leakage current ( 2 or 3 mA )
as you turn it on you give it solid lives and neutrals to work on. its likely the light will be brighter but will work ok
