    As you may have guessed the machine works apart from not heating.
    I have tested both thermostats and both are reading short circuit as expected.
    The element is reading 68 ohms across one set of terminals and 38 ohms across the other. (The machine has two heat settings)

    So I concluded that the element and thermostats are ok.
    Which leads me to assume that the rotary switch must be the problem.

    Any thoughts on whether my conclusion is right or ideas on how to test the theory?

    Have you checked the stat near the top of the front housing between front of machine and the drum. not easy to get at though,it may be open circuit.
