Zanussi Turbodry Washes but Not Spinning

The machine does not spin on the High or Low spin speeds.
Otherwise it washes and drains OK.
The filter has been cleaned.
I have removed the Pressure Switch and blown into it and it gives three loud clicks when varying pressure applied.
I have blown down the tub pressure tube to the Pressure Switch and it is clear.
I have removed the Motor Brushes and cleaned the commutator and the machine spun once on Low and then no longer spins.
The brushes protrude about 10 mm from the plastic holders.

The motor is marked:
“21263790
MCA 38/64 – 148/ZN1
Line A13 WK 03/00″

Do I need new brushes?

It does sound like the carbons.

What make is the motor? Will probably be a Sole, Ceset or Zem.
