zanussi zkc6040x grill

hi, dont usually do cookers, so a bit unsure if this grill should glow, but replaced the double grill with a pattern element on a zanussi zkc6040x, element rated correct 1900/450w, but the inner element doent glow red, and not a lot of heat, customer has been given the appliance with blown grill element, so is unfamilular with normal operation, there is mains supply to the element, is it possible its just a bad element?
Any suggestions would be appreaciated

Sounds like that blown grill element may well have fused the grill selector switch contacts?
