Beko condenser drier half heat issue

Hi, we have a Beko condenser drier which is just warming up & not getting up to full heat, I have removed the rear cover plate, switched dryer on & when looking at the 4 heating elements I can see the top two heat up briefly then go off ( for what seems to long) then kick back in briefly, regarding the bottom elements.. nothing at all, these appear dead.
Now I’m not sure if it’s the elements or the thermostat, but I see the replacement heating coils come with thermostat already attached, would it be wise at this stage to think that replacing this will rectify the tumble dryer just getting warm & not hot?
