I was correct in narrowing it down to the relay component. On removing the cover I found It to be a thermal relay which operates the top fan when the relay gets to a set temperature (that’s why it is hot to touch)and switches off when cooled. This explains the delay in the fan stopping about 10mins after the oven is switched off. The contacts are permanently open. I did test the fan by bypassing the unit and it worked OK. I have contacted Servevast to try and get one.

I can assure there is a fan on top. The relay (shown in the image bottom centre) has two blue wires and two white. The blue wires I assume feed the coil and one of the white wires carry 240v to one side of a normally open relay with the other white wire feeding the fan via another component. Using a meter there is no voltage appearing at the fan terminals. This leads me to assume that it is the relay where the fault lies. But I could be wrong! As I mentioned the relay does get very hot. A circuit diagram would be handy though.
