SOLVED!
Thank you for your replies – having removed and cleaned every part of the drainage system over the weekend I think I have resolved the problem. I have run three successful cycles of the washing machine with no errors.
I think the problem was all down to a postage stamp sized piece of clear plastic wrapper which I believe was acting as a valve and was most likely sticking through capillary action to the side of the pipe or sump and resisting being flushed out.
I appreciate all your help and suggestions – there is one final request if anyone can help:
I would like your help to source the clips that Asko fit on their washing machines because I have had to remove the ones already fitted (I had to cut them) and replaced them with jubilee clips which seem to work but are thicker than the manufacturer fitted hose clips. Can anyone tell me what they are called and a UK supplier?

UPDATE – The wash completes on a Synthetic setting but not Coloured or Quick, so no idea why that would be but my feeling is it has to be a PCB error

Yes, I’ve checked the drain and have put the drain hose in a bucket. It drains, although slowly. So. . .

UPDATE – I’ve removed and, checked and washed out the pressure pipe (nothing blocking).
Removed and flushed out the waste pipe (no blockage)
Repeatedly checked the waste trap (nothing)
Cleaned the pressure chamber.
I haven’t removed the sump but cleaned the float ball as best as I can, there wasn’t anything ‘stuck’ to it but there is some debris (I managed to get a picture, which I’ve included, through the drum)
The problem still remains – it successfully drains the first, and second time during a quick wash but when it comes to, what I presume, is the conditioning cycle it shows the F3 during the draining at this point. But if I immediately force the drain cycle on it, it drains successfully. There are no other pipes I can check.
Does anyone know if this could be a electrical (circuit board) problem or an issue with the Level Switch or Level Sensor – would this cause the error at the same point in a wash cycle? Or is the gunk in the sump and float ball possibly the cause – I haven’t removed it as it’s got a massive clip on it which will need cutting to get off and I haven’t a replacement.
Failing that it looks like I’ll be looking to a new WM, which is a shame as this ISE 1606W looks really well made!

Hi Dave,
Thanks for the reply – really useful. I managed to get the clip off, clean out the pressure chamber and the pressure pipe. I’m pretty confident it’s all clear though I didn’t do the pump (did you mean drain?) you mentioned as I’d done this before reading your reply – however, it may not be the problem…when I put the machine on a quick wash, the programme runs correctly; goes through the cycle of the main wash, drains the water, adds conditioner and then shows the F3 problem. Having tested this a few times after checking the outlet drain, the outlet hose, pressure chamber etc. It appears to show the F3 code mid programme.
It does pump water out during the cycles but at some point later the F3 code appears – when I press to open the door the pump operates, drains the drum successfully then opens the door.
I’m running out of areas where the problem could be – I’m not an engineer but I do know a lot about this machine now 🙂 and do have the engineers manual.
Do you have any idea what it could be causing this F3 error? Could it be electronic or should I blow, suck the pipe still and pump as you suggested?

I’ve found the pressure chamber, to take it off and clear it (there’s debris in it) there are clips holding it in place. I haven’t come across this sort of clip before, it seems similar to a jubilee clip. Is there a special tool to take it off and is it reused after or is it cut off and replaced?

Thanks for the reply – If it is a blocked pressure switch hose can it be cleared manually i.e. could I do it? If so how and where would I find it – is it accessed from the front? I have the engineers manual for this machine which someone on your site kindly supplied, which shows how to access different parts so if you could guide me to correct one and I’ll give it a go.
