Yes the evaporator gets iced up and only the top vent inside the fridge (closest to the top freezer) gets iced up as well and the fridge isn’t cold. The control panel in the freezer to adjust the temp also gets stuck with ice

It has a main PCB on top and a red led.
How do you test for the codes. I pressed the SW1 S/Time button and the LED is blinking 3x pauses then 3x then pauses then 3x. This continues and when I hold the SW1 S/Time button it blinks 1x and pauses then 1x and pauses

The compressor is running
The freezer is freezing up and the fridge is cool but not cold

The dial is connected to like a PCB board and the wires are running up into the fridge.
