So you agree with bob that it must be an unprogrammed board?I originally thought that perhaps the short on the PCB took something else with it along the way and that’s why just replacing the PCB didn’t do much. But I suppose I would also expect that some of the LEDs should light up even if, say, the motor had gone bust. It seemed odd for the machine not to respond at all.

I see… I bought the board of eBay. From the item description:
From a Hoover VH W656D-80 washer dryer. My parents bought it for my birthday mid-November 2009, and it decided to spit the dummy out at the end of March 2011. After much runaround with Hoover customer service and their repair agents, I tried self-repair by replacing the main control board in the bottom of the machine as seemingly the door seal had leaked and water had got on it and some components on it were burnt. Bought a new one from B&Q parts online, stuck it in and the machine was still lifeless (that new control board is also listed – see my other items, grab a bargain!). Decided that I wasn’t going to waste my time on it any more so bought a new Bosch washer dryer from John Lewis and decided to strip the Hoover and eBay the parts! As a little more background, I live alone and the machine probably did around 4 or 5 normal loads per month during it’s time. Hardly over-worked eh!!!
So, here is the BRAND NEW main control board that I bought from B&Q parts online to try and resurrect the machine. The part number on the board is 41028014 and on the plastic housing is 41028739. As stated, I did install in my broken machine and tried it out, so I have no no idea of it’s working condition based on that. So, you pays your money and you takes your chance!! No refunds or returns, bid what you think it’s worth as an almost- used and unknown part and take the gamble as you see fit. No visible damage from trying it out, I’m sure it’ll be fine. The board arrived carefully bubble-wrapped and in it’s plastic housing but with no further box. Bad News?

So, if the numbers are the same on both boards, how can I / you tell whether the one I’ve got is the programmed or unprogrammed version?
Does this mean the board I have is useless? 🙁
Thanks a million for your advice so far, it’s been a frustrating journey so far and it’s great to get some help.

Bob, I must admit I am a little confused here. So you’re saying the replacement board I have is not programmed / useless? What does that mean? Sorry for not getting it.
The old board which got fried (and which was used for over a year in the machine with no probs) has this written on it:
41028014 RoHS
MDLI0750200
VS I075_039a_00
230Vac 50/60Hz
OF:290035 15/09This is virtually identical to what’s written on the new replacement board.

I’m not sure what programmed / unprogrammed means but the part number on the board is 41028014 and on the plastic housing it’s 41028739.
