When pressing down on the drum, I am able to feel the resistance of the springs but nothing else. I am assuming that there should be some kind of resistance from the dampers. There is also quite a bit of movement to left and right as well as forwards and backwards and it does feel quite ‘sloppy’.

Just a shot in the dark here, but I guess that the dampers are just there looking pretty at the moment and not actually doing much. Would this be a reasonable assumption?
