    Most likely the problem is the capacitors on the motor controller board. Normally when the spin cycle starts, the controller gradually ramps up the power to the motor but if the capacitors have failed, the controller is continually reset so it stays at the initial slow speed or maybe ramps up a bit and then resets.
    It’s possible the contacts on the timer can cause this problem as well so worth cleaning (gently with contact cleaner, not sandpaper or they will weld themslves closed!).
