I’ve checked that the lower defrost heater is coming on regularly. I tested this by putting a small AC buzzer in parallel with the heater (connected on the back of the heater socket), in a poly bag to prevent frost ingress.

Sure enough, the buzzer goes off every 24.5 hours for 25 minutes. That indicates the control panel is doing it’s job I guess.

So .. I’ve replaced the lower heater element 0028-6725 and will run it for a few weeks to see if we still get ice build-up.
