There are no legal requirements at present regarding electrical safety testing of domestic appliances* on the customers private property. However a contractor does have a ‘duty of care’ toward his customer by ensuring ‘adequate steps are taken to ensure the device is safe to use after servicing or repairs are carried out’. Such ‘adequate steps’ are unspecified even to a point where there is no legal reason to carry or use a test meter. It would be left to a court of law to decide what level of care was employed by the contractor should a dispute arise.
It is therefore essential in this day and age to carry and understand the use and application of test meters. Insulation and continuity testers are a vital tool in this regard. To be regularly maintained and re-calibrated and shown to be used in the customers home. Even to the possible (extreme) point where test results can be logged by the contractor and countersigned by the customer on his/her service/repair docket..etc.
Commercial properties however do have an obligation toward their employees to ensure all electrical devices are safe to operate. Factories Act legislation and annual PAT testing is therefore an essential tool employers use if only to safegaurd themselves from being sued by an employee or government agencies.
* Gas appliances & Refrigerator system repairs excluded (seperate legislation)

So basically we’re covering our backs & preventing injury when carrying out these tests.July 13, 2010 at 12:00 pm #303712Martin

Basically yes! Covering ourselves from potential lawsuits by using the correct equipment and adopting the proper testing & safety procedures. But above all that ensuring the safety of those that use the appliance after the appliance has been repaired/serviced/inspected/disconnected or whatever…..
