Have also just checked the PCB for cold solder joints/damage.
All looks AOK on that side

Right, the NTC and temp switch unit on the top of the heater, the right hand pin (with the smaller diameter wires) is showing open circuit. The ticker red wires are 0 ohms.
Does that mean that is faulty?

With the water presence switch bridged it still doesnt heat so that rules out a faulty switch

Ok, a quick read seems to indicate that the microswitch is a water presence switch, so I assume without water in it, it wont show closed.

OK, 24 ohms between the elements.
The black switch device is infinite or open circuit, but im not sure what its meant to measure?

OK right hand side panel is off.

Im pretty handy with a multimeter. Happy to do some testing. A bit of guidance on locating the heater?

The dishes are vaugely warm at the end, not stone cold but no steam etc.
