I’ve done some more testing, being that kind of guy…

I’d left the oven for a few hours so it was cold.

I’ve then had it back on, it is putting out a small amount of heat, (I’ve had the temprature selection at 250c for well over an hour but can still comfortaly touch the ovens interior), would this symptom by typical with a blown element ??
