Where would the water be ‘in the bottom’, if there is in fact any ? Is there a container of some sort ?, and would this be filled up in the event of a blocked rain, as was the case here ?

The water supply is fine, by the way. Could this be the Inlet Valve if not the above ? If so, how would one check it ? Or maybe the Main Board.
