As iadom said it is realy a job for an engineer. The halogen although seperate can normaly only be bought with the heater and you can expect to pay about £80 or more depending on which one has gone. To access the elements you do have to remove the side panels (screws in front and rear) should you attempt this be sure to isolate the cooker from the main supply first If the appliance is hard wired i.e no plug on it, then turn off the mains power befor working on it. It is not unheard of for the wall sockets to be wired up the wrong way round, so just removing the fuse may not be the answer. With the side panels off you will have access to the brackets and screws holding the hob in place. The glass on these hobs cost over £200 to replace so be very carefull with it. You should be able to see a 10 way connection block under the hob, disconect it and you can now turn the whole unit upside down to work on. P.s if you are at all worried about it get an engineer to do the work it could save you money in the long run.
