They are a pig to change on the stainless steel tubs.

When you close the lid and select prog and then press start, is the lid locked or can you open it?
If you can open, then most culprit is the door interlock.

Error 15 – If the actual temperature is above 380°C, the heating elements switch off and the oven is locked.The oven door does not unlock until the temperature drops below 300°C again. (appliances with pyrolysis)
The error message is by deleted start from the customer service test program.
If the temp is no where near 380, then I would assume PTC gone west 😉

Count the flashes and post the amount counted please 😀

It drains during wash also which makes me think rinse hold may be activated?
Pop the model number up from around the door or the rear 😀
