If there is no heat then the drying cycle would not be skipped but very poor if existent.

You say it may have not closed since new?I have had some from new with underneath chassis damage thus distorting chassis causing closure problems.

I would inspect the tank on the left side and internal pipework inc pressure unit for gunge as this is teh usual problem for odd faults like this.

Most common problem already covered but if your friend has low cold water pressure this will also cause the softner compartment not to fill due to the way that it operates this feed.
