You can from the serial number if you can get it, Vestel is 20/22 digits, if it’s not that it’s either Termikel for cooking (generally) or some Chinese stuff in laundry and refrigeration.

Termikel made thing, horrid and the only hope is parts place (don’t use it so don’t have a URL) that’s Minerva that you can read all about in various threads. 😉
The challenge for you is, getting it back to looking and fitting close to as good as when you started. And not getting your hands sliced in the process.

Can happen on occasion if there’s intensive processes running and high traffic levels but that’s rare.

Sadly, no hope. It’s an old Siltal or Glemgas that parts have been more or less been obsolete for years.

It could be other things, that’s just where I’d start given the description as it won’t start heating till it fills etc.
As a rough guide, whatever it’s trying to energise at the point it trips is the most likely suspect.

Sounds like just the capacitor and you can use this cheap one to replace that to give that a go first:
