Use the comm stick to give it a good clean. If motor is on the machine then hold the stick on the armature and spin drum by hand ( unplugged of course )
If motor out then spin the pulley by hand

I would check condition of armature 1st. Give it a good clean and try another set of brushes

Should last a lot longer than that, clean armature before fitting or the armature itself maybe badly worn

Insulation tester will find the earth fault that you have

If it’s blowing trip it needs testing with a 500v insulation tester. You could visually check mains suppressor but still get it tested properly
