in my experience with smeg replace all pcbs their a nightmare, just to get a bit more information though when you try to start the machine does it beep twice asif it is going to start? or does it start and just constantly pump out?

could be a faulty toc or the timer has failed

hard to say really 1 possibility is that the grill has not worked in a while and now your top oven has gone you have decided to use the grill or vise versa, and now your putting 2 and 2 together and thinking that both have gone at the same time best thing to do would be to call an engineer in bit hard to make a diagnosis over the internet with something like that

replace the pcb to the hood, you may find that the motor has also gone and has blown the pcb

try reconfiguring the hob plates if no luck replace the controls, controls will probably cost a third of what you paid for the hob so may not be cost effective to repair
