Hi Eric 🙂 The largest bearing goes on the inside of the tub, followed by the seal. The smallest bearing goes on the back (outer) of the tub. The bearings need to fit in the housing tight! The seal is vastly important. The washer won’t last 2 minutes without it.
If your bearings don’t fit, I’d sugguest that you have the wrong kit 🙁 Is there a part number/description with the bearings?

Rates vary massively. You’ll need the drum support too if the barings are being changed.
