it’ll either be the motor or the heater
what you can do if your no good at insulation testing with a megger is to disconnect the heater completely, and try it again
if it trips, its the motor, if not, its the heater
however, we strongly recommend testing with the plug out with a suitable megger
itll be one or the other, but given the problem youve had, its likeley the motor is at fault

u didnt mention the valve.. is there water going in, and is that little tube clear at the bottom?
they have been known to get hotspots on the hater , very near the cut outs

everything off, tub out the top, split and just change bearings
cheap parts too
nearly everyone ive done, ive pushed the bearing into place with my thumb , theyre that bad 😐
