The smaller the wires on the windings/coils the higher the resistance.

Assuming it’s label states 240 volts, 13 amps using ohms law it should have a resistance of 18 ohms. If you got access to a label on the motor it’s easy to work out resistance using the voltage and amp or wattage.

The funny thing about UK made l noticed on a trip around a UK cooker factory, without sounding xenophobic there was no Brit’s on the factory floor or in the design process. The receptionist was English. British engineers have all gone abroad, so ironically your no worse off buy a foreign machine.

As for German machines, all white goods are via Balay in Spain, there are 7 ish factories in Spain making Neff, Bosch fridges, cookers, hobs. The washers and dishwashers are made in Poland.

Bosch also part own one of the largest white goods factories in China.

Check mains terminal block behind appliance. Links to one side not connected either by loose clamps or poor contact causing heat and terminal box distortion and then no contact.

Can still look intact. It is possible to bypass, if your competent you don’t need to be told how, if you cannot figure it out l would recommend you call in an engineer. If you can work it out the appliance will function without the capacitor as its function is too remove interference.

Run test program. See what pops up. Could be dryer pcb or dryer element.

Sexsist. Mains capacitor usually causes issues. With the right hand side panel as you look at from the front removed via screws down the rear you may well smell burning when you place your nose near. All with the plug removed from the wall.
