Moderatorok look at the rcbo. it will have a rated current on it
the rcbo is a combined device. it can detect both over current and earth faults. you say your cooker has 13a and 16a settings but my guess is the rcbo is at leat 16a and very possibly 32a. therefore its an earth fault that likely tripping it
I would swop the element and see where it goes

Moderatorok first what trips.
a fuse board has 2 types of trips. MCB ( minature circuit breaker) that react to current and controls only one circuit and RCD ( residual current device) that reacts to earth fault and controls multiple circuits. There are some later ones called RCBO there are 2 in one
what i am suapecting is the RCD. It has a test button on it. if thats the one your element is most likely but to be sure you would need to test its insultaion to earth when hot
the lower element seems to be priced around £19 which is not a problem if your wrong

check its correct before proceeding as you you dont give me enough info to be accurate

Moderatorwell there is the official way and the way i have done it for a while
official way see pic
my way
angle the tab to form a ramp. if paddle goes in from front to rear twist the tab down towards the front of the machine with the whole tab angled at approx 45 degrees. As you slide the paddle in the tab act like a barb and pops up behind the horzontal bar in the paddle. Make sure all 6 lugs are located before you push the paddle to lock it or you want be able to get it out againassume the model you have aill be similar
hope it helps

Moderatoras a quick test i do this
find a 15w mains filiment lamp (25 or 40 would do )
solder 2 wires to the lamp and put 2 small insulated terms on the end
now remove the draw and take off the rear cover with the socket. unplg the wires feeding the draw and plug the lamp wires to it
you can now hold it on the back wall of the appliance and if you turn the appliance on the lamp takes the place of the draw element
if all works ok you can then be certain all is well except the glass element which as we both know is a silly price
