As far as i know this board should be pre programmed but can never promise. A lot of later hotpoint board need to be programmed after fitting but I think this one does not need it, hopefully

Moderatorno taking the bulb out wont make a difference as the relay on the board is still energising sucking the power
ok to check there is only one board i will need all the rest of the numbers off the label

Moderatorif you can solder components on a pcb it will cost less than £5 approx
the board is at the top behind the panel
new board is around £60 but if you change the component pictured then it will cure it
can help sourcing when we know a value which is on it

Moderatorby the looks of it the power supply on the main control board cant cope with too much load.and having the light and the compressor on at the same time overloads it
you can either replace the board or if your good at solding replace the faulty component

Moderatorok the led light seems to be fed with a yellow and white wire off connector J1 on the board
I would guess looking at the led light its not a mains supply so probably 12V DC from the main pcb
you will need to measure the voltage at this point to see what it there both with door open and closed to make sure it switches off
assume the voltage may be high until verified but i think it looks like a 12v system

this is not your stat but you can see the temp on the face. in this case 130 degrees.
have you looked on the base ?

you may find a used one on ebay if someone is stripping the same unit but if not thats it
for your interest it was made sept 2004
also if you fitted a copy oven element then I have had all sorts of problems with these. including watching a new one burn out while i was testing it

Moderatorso buy the cut out and replace it
can only be 2 screws and 2 wires most of the time
have you got an Enr number and an Fd number ?
