it will be o/c if above its actuating temp which is pretty low 0 degrees to maybe-5 ish its usually marked on it. If it’s the start cap on the comp you’ll still get a 220v reading on the comp feed coming from the pcb if your getting 220ac at the compressor its the cap or a winding down on the comp motor.

theres a big blue capacitor on the pcb that sometimes goes down leaving the only thing working the light . Also prone to dry joints on the temp control pcb

The taco is the wee coil on the rear of the motor, a magnet attached to the motor shaft turns within the coil generating a small current, the faster it turns the higher the output this tells the machine how fast the motors turning. In your case this code would suggest the motor brushes are very low so the motor doesnt turn hence no generated current or alternatively there’s a wire broken on the motor plug. Unplug supply tilt the machine back to 45 degrees making sure it rests securely against a wall, then from underneath you can see the two black brush holders on the motor held on with two chrome star head screws remove one of the brushes and if the length is less than about half inch long you need to replace both. If not check the motor plug for broken wires giving each a GENTLE tug in turn to ensure none are broken.

no worries if you get the pcb out they’re really prone to dry solder joints on either the wee black relays or , if its got one, the big copper looking coil.
