According to the original service manual I have that model 20003 came out in 1990. Original part no 8054178 control unit and was about £400.00

You need to check the element for earthing fault, with a Megger or other type of insulation tester.Its the only way, a multimeter is no good for checking for earth faults.

Some machines do a short fill and pump out at the start, but not sure about this on the Bosch.

It needs a new water inlet valve, to stop it filling just turn the water tap off.
