start with the terminal block at the back of the unit and work back from there

sounds about right but you cant check brushes accuratly with a multimeter. take them off and look at the end touching the commutator. if its shiny its making contact. if its dull its arcing
look at the length anything under half an inch is getting lowDave

a lot of machines sense te water coming it by using a revoling wheel with a small magnet on it. this magnet is sensed by a reed switch. as the water flows in the wheel spins and the reed opens and closes. this allows the board to count as the water fills to get it to the correct level
if yours has this system the reed switches fail causing this fault.
most of the time you can find a reed switch to solder in for around £1 to avoid miele spare pricesDave

check the element first you can either find a break in the element or use a multimeter

it would have to very old to have a machanical stat all current models use an electronic sensor known as a thermistor. if you look at the heater its the small plug between the main terrminals an normally supplied with the heater
try the site shop for your spare as the profit helps to fund this resource

yes no probs did one yesterday
undo centre bolt tap centre in and carefully withdraw heater. it may take a but of gentle prising to get it out
when you insert the new one make sure it fits in the bracket inside the tub ( look in the hole it came out of you will see it )
push new one in be careful not to over tighten

first thing to try is the heater. disconnect the wires and see if it trips then

no because i dont know exactly what you mean without a picture, but look at the diagram, find what you think is the part, and in the parts listing there are picures of each part
