Drain hose incorrectly positioned; mains pressure insufficient; water fill solenoid faulty; leakage/blockage of pressure switch hydraulic circuit; pressure switch faulty.
sounds more like fill time out problem

not sure of model but my my experience of Miele dryers
have you checked relays for operationyou need to check low voltage relay coil voltages. if they are there but no heat the realys are at fault
also it wont heat without wet clothes in it. I take lid off and put a damp cloth over the brush gear

i think there is a hole at the rear that you push something in to release a catch to remove handle
cant promise i am right long time since i have seen onewhen you got cleaner did you have to install handle ?

if you blow air up to fridge warm air has to return to freezer. dont do many fridges but i assume there has to be a return duct.

from the picture i got from google search you will prob find its a complete handle
had one similar with flex break on handle, tried but could not take apart, complete handle only, price we were quoted a few years ago was around £80give miele a ring and ask if it splits

what worries me is the blinking with a clicking noise. if the clock just needed setting then i would expect no noise.
sounds more like a power supply going into fold back mode
ie power turns on and voltage on the board rises. a relay kick in giving a click. the current through the supply keeps rising till the power supply closes down to stop overload. the current drops ther relay resets and it all starts again
you could check this by measuring the power supply output. look like it may be the green cap on the right of page 1 of the manual ( check voltage on cap if under 70v or so i am prob right if 400v i am not)
in short prob a board fault

as you plug the tank in there are 2 valves.
1 in the tank to stop it leaking when removed
2 in the base of the machine to stop the remaining water leak when the tank is removed
sound like this valve is faulty. if it does not open the machine fills with water till a float lifts and stops it turning on the full lamp
if you turn it over the water in the sump may get where it should not be

if you had the manual you would realise the fuse should have been 3 Amp not 13
if its a simple switch and not electronics then you can split switch unit, find blow track/s, solder wire across blown parts, and it should go again

sounds like element failure
half heat 1 element full heat 2 elements
so it sounds like element 1 has failed. they come as a pair not an uncommon fault
