Two pumps. Drain and circulation. When you start a programme it should drain. Press the two buttons with the dots and the line underneath and it should cancel the programme and drain out. If it does, the drain pump is fine.
Your description points more towards a circulation pump problem. It may be jammed, blocked or seized due to leakage. If it is free to turn, the start/run capacitor may have failed.
Power off for anything other than observation.

All the E3- codes relate to temperature, 34 isn’t listed.
Any error code I’ve had to date has been cleared by pressing and holding the start button, then turning the dial back to off and starting again.

If the drain pump is actually running and it’s not draining, there are several possibilities.
1/ Old, tired drain pump. It is after all just a magnetic drain pump motor like any other today.
2/ Blockage in the matrix. Over the years I have had several with bits of glass in the outlet side of the matrix – almost impossible to see.
3/ Drain hose collapsed due to bad install.
4/ Sink couplings – always good for a laugh. The flap valve has never caused me any problems. You can remove it without causing a drop in pump pressure if you wanted to double check.

Slacken, but do not release, the two screws for the top hinge. You should be able to lift it and release the door. The inner and outer door are held by four screws, two at the top and two at the bottom of the door, IIRC.

As a temporary measure, disconnect it completely and see if you get function.
If you contact spares@ukwhitegoods.co.uk with your model info, they should be able to source a suitable replacement for you.
Make a note of where the wiring fits – we won’t be able to help you if you don’t.

Sounds good so far – correct water level is between the bottom and halfway up the salt cap.

ParticipantRe: Indesit washer/dryer code 15
Check that the dryer element is connected, the inline thermal fuse has continuity through it, and that there is resistance through the dryer element. Not quite sure what you should get as you’re on 110v.
If all that checks out, the pcb in the bottom is probably faulty.
