1. does it matter which way the prongs go? I couldn’t see a + or – and the green dot on the new stat was in a different place. Tried to match as best as I could.2. one of the pictures looks like the insulation has burnt. But I think this is actual grease from the oven as it’s also on the backing plate. Is this something to be concerned about?
3. What’s the best way to safely test that the stat is actually working? As with the prongs disconnecting and connecting the prongs results in the same result of the fan staying powered off until an oven mode is selected. Whereas on the old stat as soon as the oven was plugged into the mains the fan would spin.
.
1 prongs go anyway round its just a switch so it does not matter
2 yes your correct, insulation cant burn as its glass. discolouration is just fat from cooking
3 ok make sure you have correct stat, disconnect one wire. make sure it cant touch and switch oven on and make sure it still operates. if yes then order and fit new stat.

Moderatorwhich means in my opinion your probably looking at a board problem as the motor is not energised for 8 minutes. if the motor had tried to start it may have been a capacitor

were they faulty before you cleaned it ?
did they both go faulty at the same time ?
